The time it takes for a data packet to move across a network connection. While a packet is being sent, there is "latent" time, where the sending computer waits for a confirmation that the packet has been received. Latency and bandwidth are the two factors that determine your connection speed. Latency can also be described as the psychoanalytic stage of development, from about five years to puberty, during which a child represses sexual urges and prefers to associate with members of the same sex. However, that's so irrelavent that I shouldn't have even mentioned it.
